 Subject:- Suggestions / Objections to National Commission for Homoeopathy (NCH) Bill 2017 NITI Aayog, a constitutional body of the Government of India proposes revolutionary new medical education bill NCH (National Commission for Homoeopahy ) and has sought public opinion on the draft NCH Bill 2017, so that all the challenges and crisis arising from the current situation are addressed completely and NCH will take many innovative and radical steps towards Healthy India. This NCH Bill 2017 which will repeal the HCC ACT 1973, needs to be evaluated carefully as it will influence the present and future health system in our country. According to WHO, Ideally the doctor patient ratio should be 1: 400 where as in our country we stand 118th in the world as far as doctor patient ratio is concerned. In India it is around 1 : 1700 , if only MBBS doctors are considered. In rural areas, hilly, tribal areas the ratio is still worse. E.g. in north east states ratio is 1: 40,000 and 1: 30,000 in Bihar. It is noticed that the Rural Health system in India is largely dependent on the doctors of the Indian system of medicine in the tribal, the rural, the hilly, the poor parts of India. These doctors are the mainstay of health services. Maharashtra has 3000 PHC's and 7120 medical enrollment annually. Yet more than 25% primary health centres bank on doctors of Indian system of medicine (ISM). Rural health system of our country is solely dependent on the doctors of Ism . General practitioners are mostly ISM graduates and these ISM graduates have kept alive the concept family physician. The role of ISM graduates in the success of NRHM, RGBSY, Emergency Medical Services , Primary Health centers , rural hospitals is well appreciated. To overcome this scaracity of doctors in rural, remoteareas slums areas Homoeopathic doctors should be alowed to practice modern system of medicine. In our homoeopathic curriculum of four and half years and one year internship we have studied all subject of MBBS except one subject i.e. pharmacology. Maharashtra government has came forwared for public health interest in large and ammended state medical act in 2014 . in this ammendmend government made provision for homoeopathic doctors to be registered in state medical register provide if they complete one year pharmacology bridge course. The present draft of NCH BILL 2017 lacks this provision and there will be grave harm and damage to public at large and the health care system in particular will be collapsed as these homoeopathic doctors are the mainstay of health services as the ongoing practices by these ISM practitioners have been continued for more than 50 years. Considering these facts, if homoeopathic practitioners are not allowed to practice modern scientific system of medicine (allopathy) by this proposed bills, will create chaotic situation and unnecessary agitation in the health sector especially in rural India. There will be grave harm and damage to public at large and the health care system in particular will be collapsed as these ISM doctors are the mainstay of health services. Following are the suggestions to harmonize the inconsistencies inter se various provisions of the bill, I respectfully suggest as- 1Inclusion of modern pharmacology subject in curriculum or designing bridge course for BHMS graduates . Completing this pharmacology course the successful candidates shall be reigstered in state medical register of respective states. 2) the right of a person to practice medicne(alopathic medicine) conferred by or under any law realating to registration of practitioners of Homoeopathic medicine for the time being in force in any stae, on a practitioner of Homoeopathic system enrolled on a state state register of homoeopathy. 3) The defination of homoeopathy shall be read as Homoeopathy means Homoeopathic system of medicine and includes bichemic remedies supplimented with modern medicine and modern advances as specified by the sylabi and curriculum as notified by this commission. 4) The constitution and composition structure of Advisory council should be democratic rather than making it burocratic. 5) There is need of seperate UG and PG boards for the purpose of acheiving the goal of standerd medical education in NCH. Thus I humbly request to consider these suggestions for the betterment of public health and to achieve the goal "HEALTH TO ALL" and "SWASTHA BHARAT".
